EL Reclassification: Criteria & Process

California reclassification criteria for English Learners including ELPAC performance levels, teacher evaluation, and parent consultation requirements.

Reclassification Criteria

To be reclassified from English Learner (EL) to Reclassified Fluent English Proficient (RFEP), a student must meet all four criteria established by the district, based on state guidelines:

  1. ELPAC Performance — Achievement of Level 4 (Well Developed) on the Summative ELPAC, or the district-established criterion
  2. Teacher Evaluation — A teacher assessment of the student's English proficiency including academic performance
  3. Parent Consultation — Parents must be notified and given the opportunity to participate in the reclassification decision
  4. Comparison of Academic Performance — The student's academic performance must be compared to English-only peers using an objective measure (e.g., CAASPP, local assessments)

The Reclassification Process

  1. Identify candidates — Students scoring Level 4 on the Summative ELPAC
  2. Gather evidence — Teacher evaluations, academic performance data, attendance records
  3. Consult parents — Notify in the parent's primary language; explain implications
  4. Decision — The reclassification team reviews all criteria and makes a determination
  5. Notify — Inform parents and update the student's language status in the SIS
  6. Monitor — Reclassified students must be monitored for 4 years after reclassification (EC §313.3)

Post-Reclassification Monitoring

For 4 years after reclassification, the district must:

  • Monitor the student's academic progress
  • Provide additional support if the student struggles
  • Consider reclassifying back to EL status if the student is not progressing

Common Issues for Deans/Counselors

  • LTELs approaching reclassification — Students who have been EL for many years may need intensive support to reach Level 4
  • Scheduling conflicts — Ensure ELD courses don't prevent access to electives or A-G requirements
  • Parent communication — Some families may not understand the reclassification process; provide culturally responsive outreach
  • Data tracking — Maintain accurate records of EL status, ELPAC scores, and reclassification dates
